I asked the question in a thread of responses and I did not get an answer, so I ask here.
As part of an inspection we performed for a house with a basement, it was found that there is moisture in the walls of the basement including a crack in the wall with a fear of foundation problems (the inspector was unable to check).
The house was to be leased and was to be purchased for further rental.
The seller of the property was not moved by the issue at all and claimed that this is a known problem in homes with basements and that occasionally a color correction is done on the wall. A full repair of the subject is neither simple nor cheap.
We decided not to purchase the house and you would be happy to hear from you whether you would have acted differently in the event or as we acted.

Color will not really help, and there is a situation where substantial foundation work has to be done.
You could send a foundation contractor who would give you the quote and you could come to a more reasonable conclusion.

I would have done exactly the same thing.
That the owner of the property would be left with a wet basement and a crack in the foundations and that it would not confuse the brain that this was a common problem,

And it is expensive, I have not heard that the color of the wall is a substitute for repair. As for the fundamentals problem it is really recommended to bring an engineer who will have an opinion if the crack is indeed significant. In short I would in this case ask the seller to fix and bring a warranty, if not agree sometimes worth going out because it could end in several thousand good.
