In Texas (I'm specific in Houston) the rules are in favor of the landlord. This makes it very easy to manage (especially if a tenant needs to be evacuated)
It will usually be the more conservative and non-liberal states and it's hard for me to tell you which one. I'm in Texas investing she's a super pro who owns a house and there I invest. That you are looking for a country for investment look for the laws I do not know how to find but I have some leftovers from what I have read and I understand, correct me if I am wrong the Americans who live there.
Texas, for example, is a mirror image of California, for example, Peru Dyer. I know the West Coast is quite liberal and pro-tenant.
In my opinion, there is no direct connection to politics, but there is a similarity between the clearly opinionated states of these pro-owners and democracies that are pro-tenant.
Blue state = tenant. Red state = owner.
Apart from what you want to know, I can answer you about questions in Florida.
