Many see the US as one state with one law but this is not so in practice. New York is also one of the few states in the US where the Tenant Protection Act is in favor of the tenant in case of non-payment. And this is just one example. So if it passes it is not certain that it will spread to any US. What is certain is that it will be interesting to see how it develops
