This completely fits me with the facts from the field: when we were looking for an apartment for rent in Motzkin, we discovered that most of the apartments for rent in the new neighborhood are from the price-per-tenant projects, and all the owners of these apartments - everyone !! - Buy them net for investment, and live and rent an apartment in completely different cities such as Haifa / Tel Aviv / Jerusalem / Kfar Saba, etc. What Kahlon did was drive away the experienced investors from the market and instead create a new breed of investors without knowledge, experience and equity.
