Free rent with no mortgage payments

Ilhan Omar's (DNM) representative proposed new legislation called the "Rent and Mortgage Cancellation Act". The bill would result in a nationwide abolition of residential rents and mortgage payments over the duration of the Coronavirus epidemic. This is how the bill will work:

Full payment of rent or mortgage for your principal residence
There is no debt accumulation for renters or mortgage borrowers

How It Works

Renters and mortgage borrowers will be reimbursed for payments made in April 2020.
Borrowers who require a mortgage and rent separately can obtain mortgage relief or rent relief, but not both.
Aren't the landlords and lenders lucky?

The federal government (through the Department of Housing and Urban Development) will create a home remuneration fund and the lenders' aid fund through which they can repay the lost rent and mortgage.
Lenders and landlords must adhere to a set of rental and fair lending practices for a period of five years.
The federal government will set up an affordable housing fund to fund the purchase of private properties for rent by nonprofits, public housing authorities, cooperatives, community land trusts, and states or local governments to increase the availability of affordable and low-income housing.
"Will these proposals become law?"
