In fact you describe 75% LTV and I do not know such an option for foreign investors, if you are a US citizen then maybe yes.
My client who bought a property for $ 220 brought to the table about $ 90 equity with LTV 70% for 30 years, so yes it is possible but need good connections so that the loan does not fall below $ 100 minimum.
